The maximum required weighings is two, but it could be done in one.

Place three balls in each scale.  If the scales balance, the one remaining ball is the light ball.

If they don't balance, take the lighter set, and put one ball in each scale.

If they balance, you are holding the light ball.  Otherwise, the balance will reveal which is the lighter ball.
